The Former President's Woke Alarm Overlooks The Continent's Real Threat: Economic Decline.

Donald Trump's national security strategy presents a flawed view of Europe. The document asserts that open-border policies and what it terms "woke" policies represent an existential risk to the continent's identity. Yet, this argument rests on a fundamental misreading of the situation. The actual challenge confronting the EU is not cultural but economic and technological lag.

The Stark Growth Divide Separating the US and Europe

The data reveal a sobering contrast. Between 2008 and 2023, US GDP grew by eighty-seven percent, while a paltry thirteen and a half percent increase for the EU. During this time, European income per person fell from 76.5% to just half of the US level. Strikingly, even the poorest US state now boasts a greater average income than major European economies like Italy and France.

Currently, about 50% of the world’s 50 largest technology firms are American, while a mere four are from Europe.

The Innovation Deficit: The Core Problem

This widening economic gap stems from stronger efficiency gains in the United States, largely due to breakthroughs and higher total factor productivity. The landscape of global tech leadership is decidedly American. In the last fifty years, hundreds of American startups have scaled into companies valued at over $10bn, compared with only fourteen in the European continent.

This gap raises a vital issue: As the competition for tomorrow's sectors like AI, semiconductors, and fusion energy, where does Europe stand? Most analysts concede it is essentially a two-horse race between the United States and China, with Europe starting at a clear disadvantage.

Underlying Factors of Europe's Innovation Gap

A number of major factors explain this innovation chasm.

  • Financing Ecosystem: The US boasts a far deeper and agile network for funding startups. The EU has yet to establish a genuine unified investment market, which limits the scale of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder Europe. A US startup can introduce a service under one set of laws to access a market of hundreds of millions. The EU, despite a larger population, is split among 27 different national regimes, creating huge market obstacles.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In parts of Europe, a startup's collapse was historically met with penalties, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in military capabilities has eroded its capacity for pioneering research.

A Path Forward: Grounds for Cautious Optimism

In spite of these challenges, one can find causes for optimism. European leaders are increasingly aware of the severe threat and have started to advance serious reform. Key analyses on European competitiveness and the single market point to the need for sweeping changes.

Given appropriate policies and rule changes, Europe's strengths could support much higher levels of business-led breakthroughs.

The continent still possesses significant advantages: skilled workforce, top-tier education systems, and world-class research institutions. Coupled with a large internal market and substantial household savings, these elements could trigger a new wave of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in developing next-generation technologies, it can still dramatically increase productivity by implementing and tailoring innovations from elsewhere.

An Inflection Point

The European Union now stands at a critical moment. As the saying goes, economic erosion often happens "slowly, then all at once". To date, the continent's slide in innovation has been gradual. However, if it fails to take bold steps to tackle its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible loss of world influence.
